I present to you: "The Ghetto Projects" Project. Make sure people have a reason to move around a lot and have a means for detecting their roles as they move around. Here is a more detailed explanation of my method that I mentioned above. Maybe just don't have that building at all if your goal is to increase criminality on the island because that would still kill off any Crime Lords which if you make a deal with them can provide a decent passive income stream for you. If you have the Drone Command Center make sure you have it set to "High Value Targets Only", otherwise it will kill the majority of criminals before they can be imprisoned. these sorts of buildings lower your liberty rating in that area, so make sure you have some Newspaper buildings, radio stations, and TV stations to provide a balance. If you have the "Free Cars" edict active almost everyone will be able to use cars, and that increases how many people will go through your security checkpoint. With some thoughtful planning you can create street funnels that will be extremely traversed due to your industry setup and the need to move goods and workers. Then I put the Security Checkpoint on the street (with random checks work mode activated) directly in between the 2 towers. But my most successful method has been to create street funnels (roads that are the only option to go from point A to B) and I'll put 2 overwatch towers, one on each side of the street directly across from eachother. There's an upgrade called "One Way Mirror" that gives a small bonus to role detection as well. I believe a few other buildings such as the Spy Academy can give you a bonus to detection.
